Assembly to Elect a Vingtenier for the Vingtaine of Samares

An Assembly of the Principals & Electors of the Parish to
1. Receive and if deemed advisable, adopt the accounts of the Connétable for the year ending 30 April 2022
2. Approve the estimates of the funds required by the Parish for the year ending 30 April 2023
3. Approve a rate that will produce income for the Parish that it is at least sufficient to satisfy the requirements as set out in the approved estimates
4.Appoint a Committee to examine the accounts for the year ending 30 April 2023
5.Appoint a firm of auditors to audit the said accounts
6. Elect a Roads Inspector

An Assembly of the Principals and Electors to consider an application for a 6th category Liquor Licence for Green Island Village Stores

To discuss the merits or otherwise of kerbside recycling in the Parish.

Assembly was held to elect a member of the Rates Assessment Commitee and a Roads Inspector

The Assembly unanimously adopted the accounts of the Connétable for the financial year ending 30 April 2021; unanimously approved the estimates of the funds required by the Parish for the financial year ending 30 April 2022; unanimously approved a rate of 0.0089 pence per quarter. The Assembly unanimously agreed that the current members of the Committee to examine the Connétable’s accounts be re-elected and PKF BBA Audit and Assurance Limited be re-appointed to audit the Connétable’s accounts for the financial year ending 30 April 2022.

Mrs Rowena Sabrena Leith (nee Henry) and Miss Abbi Rochelle Jones were duly elected as Constable’s Officers for the Vingtaine of Grande.

The Assembly unanimously approved the application by St Clément Sports Club to extend the ambit of their fifth category licence to include all outside areas.

The Assembly unanimously approved the application by Wine Consultancy (Channel Islands) Limited for a sixth category (Off-Licence) for 5 Fairways. The Assembly unanimously approved the application by The Mad Platter Jersey for a sixth category (Off-Licence) for Sandy Croft.

Mrs Tania Rubina Da Costa was duly elected as a Constable’s Officer for the Vingtaine of Samarés. Miss Kristina Bocyte was duly elected as a Constable’s Officer for the Vingtaine of Grande.

The Assembly unanimously re-elected Mr Andrew Mollet Jelley and Mr Peter John Windsor as Roads Inspectors for the Vingtaine of Samares; Mr Peter John Farrel and Mrs Anne Theresa Dupre (nee Cairoli) as Roads Inspectors for the Vingtaine of Roquier; Mr Christopher Fairbairn and Mr Robert Reginald Le Quesne as Roads Inspectors for the Vingtaine of Grande.

The Assembly unanimously re-elected Mr Mark Albert Mathew, Mr Glen Charles Hamel and Mr Brian James Stuart Nibbs as members of the Roads Committee.

The Assembly approved the application by Supermarket Alliance Limited for a sixth category (Off-Licence) for Unit 2, Old Farm. The Assembly unanimously agreed to purchase from the Don Jeanne Gruchy Trust field 185, St Clément (The Bowl) for the sum of £35,000 for the purpose of creating a micro-forest and wildlife preservation area.

The Assembly unanimously re-elected Mr Iain William Samson as a Vingtenier for the Vingtaine of Samares. The Assembly unanimously re-elected Mr Trevor Kerry Le Sueur and Mrs Jeannine Marie-Rose Hume nee Corvez as members of the Assessment Committee.

Mr Tony Martin Maindonald was duly elected as a Vingtenier for the Vingtaine of Samares. Ms Katie Michelle Richardson was elected as a Constable’s Officer for the Vingtaine of Samares. Sebastian Luke Boyes-Southern was duly elected as a Constable’s Officer for the Vingtaine of Grande.

Mrs Tracy Lee Cornick nee Gallichan was duly elected as a Constable’s Officer for the Vingtaine of Roquier.

The Assembly unanimously adopted the accounts of the Connétable for the financial year ending 30 April 2020; unanimously approved the estimates of the funds required by the Parish for the financial year ending 30 April 2021; unanimously approved a rate of .87 pence per quarter. The Assembly unanimously agreed that the current members of the Committee to examine the Connétable’s accounts be re-elected and PKF BBA Audit and Assurance Limited be re-appointed to audit the Connétable’s accounts for the financial year ending 30 April 2021.

Mr Mark Drumel St John Watkins was duly elected as a Vingtenier for the Vingtaine of Grande. Mrs Susan Elizabeth Pace (nee Wright) was duly elected as a Constable’s Officer for the Vingtaine of Samares.

Mr Nigel Ivor Rawlings was duly elected as a Vingtenier for the Vingtaine of Roquier. Mr Kevin Joseph Blackwood was duly elected as a Constable’s Officer for the Vingtaine of Roquier.

Miss Natalie May Cowin and Mrs Malgorzata Baker nee Ziolkowaka were duly elected as Constable’s Officers for the Vingtaine of Grande. Mr Joshua Geoffrey Roy Deakin-Meyrick was duly elected as a Constable’s Officer for the Vingtaine of Samares.

Mr Ricardo Manuel dos Santos Vieira Henriques and Mrs Liliana Andreia Pinto Mesquita Da Costa were duly elected as Constable’s Officers for the Vingtaine of Samares.

An Assembly was held to consider and if deemed appropriate to enter into a new partnership agreement with the Department for Children, Young People, Education and Skills; to agree that the roads known as Le Squez Road and School Road be extinguished; to accept from Andium Homes Limited a parcel of land situated between the entrance to the supermarket car park and La Grande Route de la Côte; to note that Andium Home Limited will pay all legal costs reasonably incurred by the Parish in the transaction; to authorise the Connétable and at least one Procureur du Bien Public to appear in the Royal Court to exchange the necessary contracts.

The Assembly unanimously re-elected Mr Albert Owen Brown and Mr Neville Alexander Falla as members of the Rates Assessment Committee. The Assembly unanimously elected Miss Naomi Lorraine Anderton as a Constable’s Officer for the Vingtaine of Samares.

The Assembly unanimously approved the application by AE Enterprises Limited for a sixth category (Off-Licence) for Samares Stores. Eckart Weber addressed the Assembly leading to a debate that ended with him withdrawing his proposition to declare a climate change emergency and aim the Parish of St Clément to be carbon-neutral by 2025-2030.

Mr Philip Leon Heard was duly elected as a Constable’s Officer for the Vingtaine of Samares. The Assembly unanimously adopted the accounts of the Connétable for the financial year ending 30 April 2019; unanimously approved the estimates of the funds required by the Parish for the financial year ending 30 April 2020; unanimously approved a rate of .89 pence per quarter. The Assembly unanimously agreed that the current members of the Committee to examine the Connétable’s accounts be re-elected and PKF BBA Audit and Assurance Limited be re-appointed to audit the Connétable’s accounts for the financial year ending 30 April 2020.

Mr Tony Martin Maindonald was duly elected as a Constable’s Officer for the Vingtaine of Samares.

An Assembly was held to consider the application from LGR Limited for a Licence for the year 2019. On the proposition of Mr Steven Davison, seconded by Daniel Grigoras, the Assembly unanimously approved the application by LGR Limited for a first category (Taverner’s licence) for the Longueville Golf Range.

Mr Nigel Ivor Rawlings was duly re-elected as a Constable’s Officer for the Vingtaine of Roquier.
