Parish Assembly, 8 October 2024

You are invited to attend a Parish Assembly to be held at the Parish Hall on the 8 October 2024 at 19:00 to consider the following three carbon initiatives: –

Decarbonising Heating Systems

In line with our commitment to the carbon-neutral roadmap, we are exploring the option of decarbonising our ageing heating system by converting the current oil boiler to an electric heat pump solution. With the government Low Carbon Heating incentive of £5,000 to support this transition, the total project cost, including a 10-year servicing plan, amounts to £63,675.

We anticipate that this initiative will reduce the heating costs for the Parish Hall by approximately 40% (on average equating to £1,600 each year). Funding from a Solar Photo Voltaic (PV) Roof lease will be directed towards covering some of the capital cost of the heat pump project.

Public EV Charger Installation

Subject to the agreement of the Infrastructure and Environment Department, and at no cost to the Parish, Jersey Electricity have requested permission to install a public EV charger in the car park adjacent to the Parish Hall. This will require the designation of two parking bays for electric vehicle charging. This initiative will benefit parishioners, visitors, and local businesses. In return, Jersey Electricity would require a 10-year agreement for the use of the parking spaces.

Solar PV Roof Lease Project

The Parish is considering leasing the roof space of the Parish Hall to Jersey Electricity for the installation of a Solar PV panel system. This duration of the lease will be 25 years, with all installation and maintenance costs covered by Jersey Electricity. There is no cost to the Parish for the installation, and all electricity generated will return to the grid. The Parish has two options to receive payment for this project:

Option 1:

A one-time, upfront payment of £35,000 to the Parish.

Option 2:

Annual payments of £2,500, per year for 25 years, adjusted for inflation (RPI), with an annual RPI cap of 5%.

Representatives from the Jersey Electricity will be in attendance to answer parishioner’s queries.
