Dogs on Leads – Back Meadow

Following a review and after considering feedback from many meadow users and Parish staff, the Parish of St Clément has confirmed that the back meadow will remain a dogs on leads area.

St Clément is a Parish of around 10,500 residents and approximately 1,000 dogs within an area of just 4.6 square kilometres. With limited green space, we have a duty to protect health and safety and to ensure as many people as possible can enjoy the meadow safely.

While problems are caused by a small minority, we have received a growing number of reports of near accidents involving dogs off the lead, affecting children, older residents, and people with neurodiversity or mental health needs.

Dog fouling is also a significant hazard, particularly for children.

We considered alternative approaches, including dividing the meadow into separate areas and introducing limited off lead time periods. After thorough assessment, these options were not judged to be practical or to provide a suitable level of safety for all users.

We recognise and value responsible dog ownership and do not wish to inconvenience responsible dog owners and walkers; however, we must ensure the meadow remains safe and accessible for all users. Keeping dogs on leads in the back meadow is not considered a significant imposition and can prevent serious harm to others.

We therefore ask all users to cooperate, so the meadow remains safe, comfortable, and accessible for everyone.
